The London County Council finished seven blocks round Topham Square in 1924, and by 1938 most of the roads north of Risley Avenue had been laid out, with Gospatrick Road and Henningham Road among those where LCC houses were planned or going up.
Two phases of London County Council housing
The Victoria County History describes two phases. South of Risley Avenue is Tower Gardens, where by 1910 the LCC had covered 48 acres with terraced houses of three to five rooms, designed under its architect W. E. Riley in a style also used at Hampstead Garden Suburb; that part has been a conservation area since September 1978. The flats and houses north of Risley Avenue came after the First World War, designed by G. Topham Forrest, who drew on Belgian municipal housing. The station end of White Hart Lane
The road runs east to Tottenham High Road, White Hart Lane station and the stadium, in Northumberland Park and Bruce Castle wards. In North Tottenham, Haringey's news item of 15 July 2026 says its Cabinet agreed to appoint a contractor for the first phase of High Road West, 61 council homes on land south of White Hart Lane, with work due to start in autumn 2026 and finish in 2028. The council's building-programme page, read in October 2026, lists the whole scheme as 546 council homes at council rents, 370 other affordable homes and around 1,700 for private sale. The west end of the road meets Wood Green.
