In 1722 the actor Barton Booth built up part of Great College Street, just south of the Abbey, and named the two new streets after himself and his country house at Cowley: Barton Street and Cowley Street.
Georgian terraces south of the Abbey
Westminster's audit of the Smith Square conservation area calls this an exceptionally well preserved enclave of early 18th-century town houses. The north side of Smith Square, Lord North Street, Cowley Street and Barton Street are mostly three-storey brown brick terraces with mansards and basements, built about 1722 to 1726 and listed Grade II*. Many have cast iron railings to the basement lightwell, some with flaming-torch finials.
At the 2021 Census, the output area that covers these streets, Great College Street and Dean's Yard had 134 households, and 46 of them lived in a terraced house. Across St James's ward the figure was 3.6%. More than half of the 134 households owned their home.
A house of three storeys over a basement can have room for a bigger cooker than a flat, such as a 90cm range.

The Peabody estates off Victoria Street
West of Great Smith Street the housing changes. The Peabody estates south of Victoria Street, around Old Pye Street, Abbey Orchard Street and Horseferry Road, began with the Rochester Buildings on Old Pye Street in 1862; Peabody bought them in 1877, and Henry Darbishire's Abbey Orchard Estate followed in 1882. More blocks came in 1885, the Horseferry Estate in 1922 and Block Q in 1935. At the 2021 Census, 109 of the 128 households in the output area that holds the Old Pye Street Estate rented from a social landlord, as did 103 of the 109 in the output area that holds part of the Abbey Orchard Estate.

Saturday parking in zone D4
On Westminster's resident-bay map the streets south of Birdcage Walk and Great George Street, as far as Horseferry Road, are sub-zone D4, Smith Square and Old Pye Street included. In the council's March 2026 table, D4 pay-to-park bays and single yellow lines are controlled 8.30am to 6.30pm on weekdays only, while resident bays are controlled 8.30am to 6.30pm Monday to Saturday. Westminster has no visitor permits, so on weekdays the van needs a paid bay or a trade permit; on a Saturday the paid bays are free.
