Westbourne Green was, with Paddington Green, one of Paddington's earliest settlements. Building in the mid 19th century wiped out the village and its road pattern, and the 1960s rebuilt much of what had replaced it.
Tower blocks of the Warwick estate
The worst slums in this part of Paddington lay between the railway and the canal, from Warwick Crescent to Clarendon Crescent. A London County Council scheme of 1958 took in 44 acres and 6,700 residents: half the land was to carry 1,127 homes, 946 of them in new blocks, with 8 acres of open space and a walk beside the canal. The Warwick estate opened in 1962 and soon spread west of Harrow Road over the site of Brindley Street. Westminster took over the main estate in 1971, the Brindley extension in 1972 and the Amberley Road extension, north of the canal, in 1973.
As the Victoria County History described it in 1989, the estate had 23 numbered blocks or ranges, among them six 21-storey towers faced in brown roughcast, all in the western half. Only the shopping parade, Oldbury House, faced Harrow Road; the rest stood across a landscaped slope, with playing fields along the line of the old Lord Hill's Road rising to a footbridge over the canal.
In Westbourne ward, which takes in the estate, 3,850 of the 4,605 households (83.6%) lived in a purpose-built block of flats at the 2021 Census. 35.2% rented from the council and 20.0% from a housing association; 18.0% owned.
Cleaning an oven on a high floor
A 1960s council flat usually has a compact kitchen with a built-in single or a freestanding cooker. On a tower floor, the racks and trays come out and are soaked and cleaned separately. Parking for the van either side of the canal
South of the canal, the Warwick estate streets around Woodchester Square and Senior Street are in Westminster's sub-zone CB1. North of it, the strip along Harrow Road is C1 east of the Chippenham Road line and C2 to the west, around Woodfield Road and Fermoy Road. All three follow zone C's hours in the council's March 2026 table: paid bays, single yellow lines and resident bays are controlled from 8.30am to 6.30pm, Monday to Friday.
Westminster has no on-street visitor permits, so on a weekday the van pays for a bay, where the usual maximum stay is four hours. That covers a single in about 90 minutes or a double in about 2 hours. At the weekend the controls lift, and the price stays the same.
