Stratford and New Town was a Newham council ward until May 2022, when every ward in the borough was redrawn. It ran from Three Mills in the south to the railway streets north of Stratford station, and its homes now sit mainly in the new Stratford, Stratford Olympic Park and Maryland wards.
Carpenters Road and the Carpenters' Company
Carpenters Road leaves the High Street just here, and its name is a clue. The Carpenters' Company of London had owned 63 acres on the north side of the High Street, on Stratford marsh, since the eighteenth century. It began building on them in about 1867, leasing plots to builders who put up factories and some 600 workers' houses in Carpenters Road and the streets around it over the next twenty years.
Those terraces were cleared as slums in 1966, and the council's Carpenters Estate replaced them: three towers (James Riley Point, Lund Point and Dennison Point) with low-rise blocks such as Doran Walk. The estate has 710 homes. The New Town in the ward's name is older and further north: Hudson Town, built after the Eastern Counties Railway moved its works from Romford in 1847. A hundred houses were finished by 1848, and by 1855 the streets reached from Leyton Road east to Leytonstone Road.
In a flat with a freestanding cooker, the racks, trays and side runners come out and are soaked and cleaned separately, and the cavity and door glass are degreased by hand in the kitchen, on dust sheets.
The Carpenters Estate rebuild
On 15 December 2021, 73% of residents who voted backed the council's regeneration plan for the estate, on a turnout of 66.5%. The masterplan approved in February 2024 has 2,152 homes, half of them at social rent, and keeps 314 of the existing homes to be retrofitted, with the refurbishment of James Riley Point first, for 132 social rent homes. In February 2025 the council extended the programme from 11 years to 14 and said building in the Lund Quarter phase was expected to start in 2026.
In the census area around the estate, 79.2% of the 638 households in 2021 lived in purpose-built flats. Tenure was mixed: 37.2% rented privately, 30.9% from the council or a housing association, 24.3% owned and 7.2% were shared owners. Private tenants and their agents are covered too: the invoice can be addressed to the agency, with photos for the checkout file on request. Parking: the Stratford Central zone meets Stratford SW
The estate streets, among them Jupp Road West, Biggerstaff Road, Hutchins Close and Gibbins Road, are in Newham's Stratford Central zone, which dates from February 1996. Its permit hours on the council's zone table are 8am to 6.30pm, Monday to Saturday. The High Street frontage at Carpenters Road falls in Stratford South West, controlled only from 10am to noon on weekdays. Both zones run from 8am to 9pm on event days: West Ham home matches and other events at the London Stadium or the Olympic Park. An ordinary Sunday is free of controls in both, and costs the weekday price.
