Westminster's audit of the Savoy conservation area, which takes in the hotel, the theatre and the streets running down to the river, found virtually no homes in it. The council's audit of the Strand conservation area describes its western part as shops, cafes, bars and restaurants at ground level, with a mixture of hotels, theatres and offices above.
Flats behind the shopfronts
The homes are in small pockets. The census output area around Exeter Street and Burleigh Street, just north of the Strand opposite the Savoy, had 118 households in 2021. Of those, 94 rented privately, and 17 lived in a commercial building, the census term for a flat in an office block, a hotel or over a shop. Further east, an output area running from Savoy Street and Lancaster Place to Temple Place, and taking in Surrey Street, Arundel Street and Essex Street, had 98 households, of whom 87 lived in a purpose-built flat and just over half owned their home. Essex Street keeps several houses put up by the speculator Nicholas Barbon between 1675 and 1682.
A flat over a shop or on a converted office floor often has a compact galley with a built-in single under the hob. Racks, trays and side runners come out and are soaked and cleaned separately, while the cavity, fan cover and door glass are done by hand in the kitchen, on dust sheets. Where the door is built to come apart, it is split and the glass cleaned on both faces.
Checkouts in a street of lets
With four households in five renting privately around Exeter Street, many of the ovens here belong to landlords and are cleaned at the end of a tenancy. Loading on a traffic-sensitive street
Westminster lists the Strand and many of the side streets off it, Savoy Street, Surrey Street, Exeter Street and Burleigh Street among them, as traffic-sensitive. On those streets, the council's loading rules explain, Marshals patrol more and give a commercial vehicle less time to show it is loading, so a van cannot sit at the kerb while an oven is cleaned upstairs. It needs a bay. The whole stretch is sub-zone G1, where paid bays are charged 8.30am to 6.30pm from Monday to Saturday and are free on Sundays. There are no visitor permits in Westminster, so the household cannot lend one.

Yes. Keys for an empty flat can be picked up from the agent or landlord by arrangement, and the oven is cleaned before the checkout.
My flat is above a shop with a narrow staircase. Is that a problem?
No. It takes a little longer, so mention the stairs when you call.
