Northumberland Park started as a road of villas: the Victoria County History says that by 1863 a new link between the railway and High Road, called Northumberland Park, had many middle-class villas along it.
From villas to a council estate
Factories came next. By 1914 there was a pocket of industry north of Northumberland Park, and by 1938 factories were built or planned from there to the Edmonton boundary. The council estate came later, in stages. Kenneth Robbins House, 17 storeys with 128 flats, was approved in 1966 as stage IV of the Northumberland Park scheme and built by the council's own workforce.
Many of the blocks carry Northumberland place names. A December 2020 Haringey Cabinet report listing estates under the council's estate parking scheme includes Alnwick, Bamburgh, Bellingham, Cheviot, Corbridge and Whittingham Houses, Morpeth Walk and Rothbury Walk, alongside Kenneth Robbins House, Robert Burns House and Charles Bradlaugh House.
Flats, tenants and tall blocks
Northumberland Park ward (2022 boundaries) had 5,649 households at the 2021 Census, and 51.1% lived in a purpose-built block of flats. Social renting was the largest tenure at 41.3%, with 28.7% renting straight from the council; 34.5% rented privately and 21.9% owned.
Kitchens in 1960s estate flats are usually compact, and the cooker in them is most often a freestanding one or a single oven under the worktop. Height is the bigger factor here. Haringey's Northumberland Park pages (read on 4 October 2026) say a major renovation of Stellar House and Kenneth Robbins House is planned, covering fire safety, replacement soil pipes and communal areas. Event days, estate permits and the van
Haringey's zone map puts the streets round the estate in the Tottenham Event Day zone, which has no controls on ordinary days. Other parts of Northumberland Park fall in different zones, so check the sign on your street. When the stadium has an event expected to draw more than 10,000 people, the Tottenham Event Day zone runs from 5pm to 8.30pm on weekdays and from noon to 8pm at weekends and on bank holidays. Worcester Avenue closes from 8am on those days and Park Lane three hours before the start, with the bays on both suspended, and the High Road from White Hart Lane to Bromley Road is closed to general traffic two hours before.
On an estate with a parking scheme, a yellow board at the entrance shows whether permits are needed and when. Haringey's estate parking page says residents can apply online for visitor permits, and that a permit for a specific purpose, such as a contractor, is arranged by phone or email with the estate parking team.
