Manor Grove, near North Sheen station, is early council housing: the Municipal Dreams blog calls it the first in London, and the Richmond Local History Society calls it one of the oldest council developments in England. Richmond's council finished 62 homes there in 1895 and 70 more by 1900, on six acres next to the railway and close to the gasworks, a scheme pushed through by William Thompson, a Liberal schoolmaster elected to the council in 1890.
The Manor Grove cottages by North Sheen station
The first phase was 22 six-roomed cottages, 28 four-roomed cottages and six small cottage flats, each with its own front and back garden. North Sheen was first marked on maps in 1904 and housebuilding was under way by 1920; the station opened on 6 July 1930. Manor Road, which crosses the railway on the level at the station, was Green Lane on Rocque's map of the 1740s.
In 2021 the Census area that takes in Manor Grove, Orchard Road and Garden Road (Richmond upon Thames 004D) had 805 households. Of those, 24.5% rented from a social landlord, about twice the borough's 12.1%, and 27.6% rented privately. Half (50.2%) lived in a purpose-built block of flats and a quarter (24.7%) in a terraced house.
Small kitchens, built-in ovens
A cottage of the 1890s usually has a small kitchen at the back, and a flat in a block more often has a built-in oven under the worktop. Neither needs much room for the clean itself. Racks, trays and side runners come out and are soaked and cleaned separately; the cavity, fan cover and door glass are degreased by hand, with dust sheets down first.

New flats are planned on Manor Road. The former Homebase site next to the station has planning permission for 453 flats in four blocks of three to eleven storeys, 40% of them affordable. Parking near the Manor Road level crossing
On the council's CPZ map (March 2026 edition), Manor Grove, Orchard Road, Garden Road and Market Road are outside the controlled zones; an e-petition on the council's site asked for a zone on Manor Grove between 24 June and 24 September 2026, so that may change. West of Manor Road, Manor Park is in zone J, Townshend, which the council's CPZ times page lists as 10am to 2pm on weekdays. Further north-west, Pagoda Avenue and Raleigh Road are in zone N, North-East Richmond, 10am to 4.30pm Monday to Saturday. The council says hours can change for local events, so look for a zone plate on your street, and tell us the street name when you book.
