The London County Council bought land at Norbury in 1901 for the first of its cottage estates built outside the county boundary, and by March 1920 it had put up 642 homes there.
The Norbury Estate, built with its own bricks
The site came with a brickfield, and the council had to take over the brickmaking plant as a condition of the sale. By February 1907 about 11 million bricks had been made on the estate, some of them used for the LCC's Totterdown Fields estate in Tooting. The eastern half, up to Norton Gardens, was largely finished by 1914; the western half followed in 1919-21. Croydon made the grid of streets between Tylecroft Road, Palmers Road, Northborough Road and Darcy Road a conservation area in December 2008.
The houses are small. Croydon's appraisal measures their frontages at 3.5 to 7 metres, with short front gardens and terraces 2.5 to 4 metres apart, and notes that some have been sold to private owners while many are still council-owned. A kitchen in a house this size usually has room for a built-in single or a slim freestanding cooker. The removable parts come out and are soaked and cleaned separately; the cavity, the fan cover and the door glass are degreased by hand in the kitchen, after dust sheets go down.
Villas, offices and flats on the London Road
Norbury Villa, the first of the big Victorian houses on the London Road, went up in 1859, and the station opened in 1878. Shopping parades followed from 1900. Later in the 20th century many of the villas were knocked down for office blocks, and many of those offices have since been turned into flats.
Across Croydon's Norbury and Pollards Hill ward, which takes in the estate, there were 4,476 households at the 2021 Census. 37.5% lived in a terraced house and 24.7% in a semi; 52.9% owned their home and 30.1% rented privately. Parking in Norbury's permit zone
Some Norbury streets are in Croydon's Norbury permit zone, and Croydon shows a zone's controlled hours on large signs at its entrance. When the council extended the zone to Bishops Park Road, Croindene Road and Upwood Road in 2017, its notice gave the waiting restrictions on those roads as 9am to 5pm, Monday to Saturday, with shared permit and pay bays. Norbury counts as an outer zone, so a resident's half-day visitor permit is charged at the lower outer-zone rate.
On the cottage estate itself, Croydon's appraisal says street parking adds to the sense of density on the estate. Give us the road when you book, and say if you have a visitor permit.
