Behind Tate Britain, the London County Council built the Millbank Estate in 1897-1902 on the western part of the old Millbank Penitentiary site; Westminster's audit calls it one of the first large council estates for working people, and it housed 4,500 of them.
Red-brick blocks behind Tate Britain
MEMO, the estate's management organisation, says it looks after 561 flats in fifteen red-brick Arts and Crafts blocks on behalf of Westminster City Council. The blocks are named after painters, Turner, Gainsborough and Millais among them, and stand four or five storeys high, laid out from a rectangular public garden. Hogarth House on Erasmus Street was the first to start, in 1899, from a competition design by Spalding and Cross; it is listed Grade II* and the rest of the estate Grade II. The LCC built it with no shops at all, only the two schools beside Hogarth House.
In the census area that takes in the estate and Millbank Tower (Westminster 021F), 98.7% of households lived in a purpose-built block in 2021. Of its 633 households, 38.5% rented privately, 34.4% owned and 26.2% rented from the council or a housing association.

Riverside flats by Vauxhall Bridge
Further along Millbank, by Vauxhall Bridge, the flats are newer. Riverwalk, two organically shaped buildings by Stanton Williams at 157-161 Millbank, was finished in December 2015 with 116 flats, and a 2018 Savills brochure lists Boffi kitchens with integrated Miele and Gaggenau appliances. Millbank Tower, the listed 1963 office tower further north on the same road, has had permission for flats since 2016 but is still in office use.

Parking for the van in zone D
Westminster names Millbank in its parking zone D, along with Victoria and Westminster, and the council's map puts the estate and the streets behind Tate Britain in sub-zone D1. From 2 March 2026 the paid bays and single yellow lines there are controlled 8.30am to 6.30pm, Monday to Friday. Westminster runs no on-street visitor permit scheme, so in those hours a visiting van pays for a bay by app or phone, with a maximum stay that is usually four hours. The council says its table does not apply on its housing estates. A weekend visit costs the weekday price.
