Battersea Borough Council opened the Latchmere Estate in August 1903, built by the council's own workforce on what was left of Latchmere Common, between Battersea Park Road and the main railway out of Clapham Junction.

Wandsworth's appraisal of the Latchmere Estate conservation area tells how the old common had shrunk to allotments, and how John Burns, Battersea's MP and one of the first London County Council members for the area, won permission to build on them, on condition that part became a recreation ground. It calls the result the first municipal housing in the country built with a council's own workforce. Burns Road is the spine, with Sheepcote Lane along the railway to the south; about 15 years after the opening, 26 more homes extended Reform Street and closed in the north side of the recreation ground.
The housing historian behind Municipal Dreams puts the original count at 315 dwellings, designed after a 1901 competition that drew 58 entries, with three of the 11 acres kept open. Most were three- or four-room flats, two to a house, with a bath in the scullery. The council appraisal says the streets were named after trade union leaders; Freedom Street and Reform Street name ideals, and Joubert Street a Boer general.
A range in every home
Each dwelling came with a Cornes and Haighton combined range, a copper and a bath, which the Mayor described as things that "had once been regarded as luxuries". Those would have burned coal. A two-storey house or a maisonette of this size now usually has a small kitchen with a freestanding cooker or a built-in single.
The racks, trays and side runners come out and are soaked and cleaned separately, and the cavity, fan cover and door glass are degreased by hand indoors, on dust sheets. Where the oven door is made to come apart, it is split to reach the glass.
The appraisal also describes the former Latchmere School buildings east of the recreation ground, a three-storey board school of 1883 and a single-storey one of 1891. It adds that in 1996 the school and its playground were redeveloped as flats and terraced houses facing Burns Road, designed to respond to the style of the 1903 houses.
Parking on the Latchmere Estate
According to Wandsworth's parking controls search, Burns Road, Reform Street, Odger Street, Joubert Street and Freedom Street are all in zone B4: controlled 9am to 5pm, Monday to Friday, with a four-hour stay. Latchmere Road itself is flagged as a red route, and its bays change zone along the way; the stretches in zones C1 and C3 are controlled 8.30am to 6.30pm Monday to Saturday with a two-hour limit. The van belongs on a side street, as near the door as the signs allow.

No, weekends cost the weekday price. On the B4 streets there are no controlled hours at the weekend either, so parking is simpler.
