Do I need to know which permit zone I am in before you come?
It helps. Kensal Rise splits between Brent and Westminster permits on the Harrow Road line, so knowing your side lets us plan the van.
Can you clean a double oven and the hob together?

Is there a smell afterwards in a small flat?
No. The strong soaking is done in the van, so a small conversion flat is fine to cook in that night. The price is fixed on the phone, with no premium for the postcode.
