Island Gardens was set aside as open space in 1849 to keep industry from spoiling the view from Greenwich Hospital across the river, and it was formally opened to the public on 3 August 1895.
Houses by the river at Island Gardens
The land behind the gardens was the Greenwich Hospital estate, held on a lease from Cubitt. Its main road was Wharf Road, renamed Saunders Ness Road in 1937, and the Survey of London says only about 100 houses went up there from 1862, most of two floors over a basement because the ground was so low. The northern shaft of the Greenwich foot tunnel was sunk at the western end of the gardens, and the tunnel opened on 4 August 1902.
Tower Hamlets built Empire Wharf Road and Grosvenor Wharf Road on old wharf sites between 1978 and 1981, south of the Grade II listed Newcastle Drawdock of the 1840s: 66 homes, 24 one-bedroom flats and 42 houses of two to four bedrooms, the two-storey terraces set in echelons so that as many homes as possible have a view of the river.
That mix shows in the 2021 Census. In Island Gardens ward, which also takes in southern Millwall, 25.5% of the 6,136 households had a house (18.1% terraced, 5.9% semi-detached, 1.5% detached), against 6.0% next door in Blackwall and Cubitt Town ward. 42.9% rented privately, 29.0% owned and 26.1% rented from a council or housing association.

Parking for the van in sub-zone D2
The streets round the gardens and Island Gardens station, and Saunders Ness Road as far as Cumberland Mills, are in Tower Hamlets parking sub-zone D2. It is controlled Monday to Friday, 8.30am to 5.30pm, and bay controls lift on public holidays. Private land and council estates sit outside the zone rules and have restrictions of their own. Racks, trays and runners come out and are soaked and cleaned separately, and the cavity, fan cover and door glass are degreased by hand indoors. The team needs somewhere to park, and a bay near the front door is the easiest.
