The estate lost buildings to bombing, and what replaced them was high-density flats built over underground car parking, which means a real share of W2 homes sit above a height barrier that no van carrying a heated tank is ever going to clear, so the racks and trays become a carry through the lobby rather than a quick lift out to the kerb. The barrier decides the walk.
Westminster permits apply here, the Congestion Charge does not
Hyde Park ward is bounded by Bayswater Road, Gloucester Terrace, the Marylebone Flyover and Edgware Road. The Congestion Charge western extension was scrapped in January 2011, so nothing west of Edgware Road is charged. What is left is Westminster's controlled parking, ULEZ, and a conservation area with very little that resembles a loading bay.
