Harlow was designated a new town in 1947, and building began in 1949 with 120 homes in Old Harlow for the Development Corporation's own staff and contractors. The terrace is still the commonest Harlow home: at the 2021 Census 45.3% of the town's 37,856 households lived in one, far more than the 25.0% in a purpose-built flat.
Harlow's new-town neighbourhoods
Sir Frederick Gibberd's master plan split the town into neighbourhoods, each with a small centre of shops. Gibberd held that most people wanted a two-storey house with a garden, and most of what the Development Corporation built in the 1950s and 1960s is two-storey terraces and maisonettes. Mark Hall North was the first neighbourhood to be finished. Its estates (Glebelands, Tany's Dell and Mark Hall Moors) have many curved streets, laid out around the contours of the land, and Harlow Council made it a conservation area in 1987, forty years after the town was designated.
The Lawn, a ten-storey block of flats in Mark Hall North designed by Gibberd and finished in 1951, was the first residential tower block in Britain and has been Grade II listed since 1998. It is the exception. In Bush Fair ward 63.2% of households lived in a terraced house at the last census, and even in Toddbrook, the ward with the most flats, the purpose-built share was 37.2%.
The Mark Hall North houses were built to the government's Housing Manual, which set minimum standards of space and equipment. A terrace or maisonette of that era is likely to have a compact fitted kitchen with a built-under single oven or a freestanding cooker, and plenty have been refitted since. The job does not change with the kitchen: racks, trays and side runners come out and are soaked and cleaned separately, while the cavity, the fan cover and the door glass are degreased by hand.
Church Langley and Newhall, the later neighbourhoods
Building at Church Langley began in 1992 on land between the A414 and the M11, first marketed as Brenthall Park, and sixteen housebuilders put up about 3,500 homes there over thirteen years. The census shows how different it is: 29.4% of Church Langley households lived in a detached house and 0.9% rented from the council, against 10.2% and 23.9% for Harlow as a whole. At Newhall, Alison Brooks's Newhall Be, 84 homes for Linden Homes, was shortlisted for the RIBA Stirling Prize in 2013.
Newer houses are more likely to have a built-in double in a tall unit. Three common set-ups, each priced on its own:

Parking the van near Harlow's footpaths and garage courts
In Harlow the North Essex Parking Partnership runs the car parks as well as the street parking. Resident permits are virtual, and visitors' permits are digital, sold as ten stays of 6 or 24 hours. In June 2025 the partnership proposed red-route no-stopping restrictions in ten roads including Joyners Field, Cooks Spinney and Radburn Close, to keep access clear for bin lorries.
In Mark Hall North many houses have a garage in a row of garages, and some front a walkway. That is fine for us. The van can stand in a bay a short walk away; tell us where the nearest legal space is, or whether a garage forecourt can be used.
Council tenancies and private lets in Harlow
Harlow Council is a large landlord. In 2021, 23.9% of households rented from the council and another 5.4% from a housing association; 15.4% rented privately and 53.7% owned their home. Private renting was highest in Toddbrook, at 21.9%.
