In the area the House of Commons Library calls Crystal Palace Park (MSOA Bromley 005), 52.9% of the 5,069 households in 2021 lived in a purpose-built block and 30.0% in a flat made from a converted or shared house. Only 13.8% had a house to themselves, and 34.7% rented privately.
A villa split into flats often has a small kitchen with a built-in single or a slim freestanding cooker, and the top flat can be three floors up. That suits the method. Which council's parking rules apply
On the Bromley side, the council's residential permit table has no zone named after Crystal Palace or Anerley. Bromley puts any zone's hours on signs at the points where it starts and ends, so the sign at the end of your road is the one to check.
