Craven Street, the narrow street from the Strand down towards the river, was built on leases dated between 1730 and 1735, when William Craven pulled down the old houses of Spur Alley and let the ground in plots. Ten more houses, Nos. 21 to 30, were added at the river end on leases dated 1792.
The Craven Street houses
In 1937 the Survey of London described the houses as brick-fronted, of three storeys above the ground and basement, with iron area railings and first-floor balconies that were in general contemporary with them. During the 19th century many had become boarding or lodging houses or were let as offices. No. 36 is the best known: Benjamin Franklin House, the only home of Franklin's still standing anywhere.
At the 2021 Census, the output area (the smallest census geography) that takes in Craven Street, Northumberland Avenue and Whitehall Court held only 118 households: 73 in purpose-built flats and 22 in part of a converted or shared house. It covers more than Craven Street, so those figures are not the street's alone. A flat made out of a Georgian house usually has a small kitchen with a built-in single under the hob, or a slim freestanding cooker, and the stairs add time to the visit.
The stairs do not change how the oven is cleaned. Racks, trays and side runners come out and are soaked and cleaned separately. On dust sheets in the kitchen, the cavity, the fan cover and the door glass are degreased by hand, and the door is split where its design allows.
Northumberland Avenue was built for hotels
The street below Craven Street is younger. The Metropolitan Board of Works bought the Duke of Northumberland's house at Charing Cross in June 1874 and cut Northumberland Avenue through its grounds by 1876. The big blocks went up as hotels, and by the 1930s several had passed to government departments. The flats in this corner are at Whitehall Court, described below.
The few homes on Whitehall
Whitehall, the street of ministries running south from Charing Cross with SW1A postcodes, has its homes in a handful of buildings. Whitehall Court, between Whitehall Place and the Embankment, is the Victorian one: its south end was built in 1884 as a block of luxury flats, to designs by Thomas Archer and A. Green, and the whole range is listed Grade II*.
The Old War Office at 57 Whitehall, finished in 1906 to William Young's design, was sold by the Ministry of Defence in 2016 on a 250-year lease. It reopened in 2023 as Raffles London at The OWO, with 85 apartments alongside the hotel. Apartments made inside office buildings tend to have built-in ovens, often with a pyrolytic programme, which leaves the racks, the runners and the glass between the door panes untouched.

Parking a van in sub-zone G1
On Westminster's resident-bay map, Craven Street and Northumberland Avenue are in sub-zone G1. In the council's table from March 2026, G1 pay-to-park bays and single yellow lines are controlled 8.30am to 6.30pm, Monday to Saturday, and resident bays 24 hours a day, every day. Whitehall Place, Great Scotland Yard and the streets by Whitehall Court are in G1 too; south of Great George Street and Bridge Street the map changes to D4, and a trade permit covers one zone only.
Westminster has no on-street visitor permit scheme, so a household cannot hand the van a permit. A commercial vehicle may stop on a yellow line only while loading, and between 11am and 6.30pm for 20 minutes at most. An oven clean takes longer, so the van needs a paid bay or a daily trade permit for zone G, which also lets a trader use resident bays from 8am to 5.30pm. On a Sunday the paid bays and single yellow lines are uncontrolled.
