Blackwall and Cubitt Town is a Tower Hamlets council ward, first used in 2002 and redrawn for the 2014 elections, and it takes in Leamouth, Blackwall and the Cubitt Town side of the Isle of Dogs.
Where the ward's boundaries run
The Local Government Boundary Commission's 2013 report set it up as a three-councillor ward and kept its western edge on Millwall Inner Dock; one councillor told the Commission that, apart from Marsh Wall, the only link across was the Pepper Street footbridge. The southern edge was moved north to Pier Street, so that the Manchester Estate and its neighbouring blocks stayed together in what became Island Gardens ward. The ward had 8,564 electors in 2012 and the Commission expected 12,849 by 2018. At the 2021 Census it had 21,426 residents.

The Census counted 9,509 households. 91.2% lived in a purpose-built block of flats, against 80.7% across Tower Hamlets, and only 6.0% had a house. 51.8% rented privately (borough: 38.2%), 23.8% owned and 22.0% rented socially, mostly from housing associations: just 3.7% of households rented from the council itself.
That much private renting means a steady run of tenancies ending, and the oven is a common checkout item. For lettings, the invoice can be addressed to the agency, photos for the checkout file are available on request, and keys for an empty flat can be picked up by arrangement.
The Samuda Estate and Kelson House
East of Manchester Road, the Samuda Estate was begun by the London County Council and finished by the GLC: 505 homes on 11.385 acres, built from 1965 and opened in 1967. Its four- and six-storey blocks (Halyard, Hedley, Pinnace, Reef, Talia and Yarrow Houses among them) sit round traffic-free squares, and Kelson House is 25 storeys of 'scissors' maisonettes, with every living room on one side and a central corridor, which avoided the need for access balconies.
On a high floor the method is the same as anywhere. The racks, trays and runners come out and are soaked and cleaned separately, while in the kitchen the cavity, fan cover and door glass are degreased by hand; the door is split where its design allows.

Two parking sub-zones in one ward
Most of the ward, from Leamouth and the streets by East India to the Samuda Estate, Strattondale Street and the blocks round Crossharbour station, is in Tower Hamlets sub-zone D1. The southern end towards Pier Street is D2. The hours are the same in both, Monday to Friday 8.30am to 5.30pm, with the bays free of controls on public holidays. According to the council, zone rules cover public roads only, so estates and other private land fall under other restrictions.
