The London County Council bought Bellingham Farm and part of White House Farm in 1920 and had the main estate finished by 1923. Its road names were picked for history. King Alfred Avenue, Elfrida Crescent and Arnulf Street recall Alfred the Great and his family; Alfred was once thought to have been lord of the manor of Lewisham. The people who moved in came from crowded parts of inner London, mainly Deptford and Bermondsey.

The estate was planned, says the Historic England listing for its pub, "to resemble a traditional village", with the hexagonal park of Bellingham Green at the centre. The Fellowship Inn on Randlesdown Road, next to the station, was built in 1923-4 by F. G. Newnham, house architect to the brewers Barclay Perkins, and listed at Grade II in 2013; the listing says it would appear to be one of the earliest pubs built on a London County Council estate. The station is older. The name Bellingham was revived for it in 1892, when it opened on the Nunhead and Shortlands Railway in open country.
Most of the early dwellings were two-storey houses with gardens. Kitchens in houses of this date were usually small, and today they often hold a 60cm freestanding cooker or a built-in single; where a kitchen has been knocked through, there may be room for a double oven.
Flats south of Southend Lane
An extension south of Southend Lane followed between 1936 and 1939, with more flats, built for economy and to meet the pressing need for housing.
